Sure you can appear to draw more energy out than goes in. It works by internal storage (or there is actual fraud: a hidden extra supply such as a battery inside the device). This can look convincing as you can temporarily draw energy out at a higher rate than you put it in but only until the internal storage is exhausted. The device is simply tested by comparing the total energy input with the total output.
If you want “free” energy then invest in solar panels!
